Jharkhand HRD Department; Directorate of Secondary Education, Ranchi, has snatched away more than six years of service tenure of Smt Aparna Kolay, a retired teacher. Her date of joining is 16 February, 1974, but in final gradation list its changed to 19 April, 1980. Date of joining is an irrevocable record in service book. This change of date neither is in agreement of her service book nor it’s in agreement with HRD Department, Jharkhand's office other orders etc. Through RTI query its revealed that if an employee joins school before recognition of that school, then as per Jharkhand Govt. service conduct rule the employee's service would be counted from date of recognition of that school. It’s also informed that in many schools these rules have not been followed and as such many employees' service is counted from their actual date of joining, not from date of recognition of the school. These incorrect service counts have caused several litigation and huge loss to government exchequer as well. Smt Kolay is victimized of this malady. Jharkhand HRD authorities has shown their stubborn mind set regarding justified solution of this gross injustice.How service is counted of contemporary staffs of the school barring Smt Kolay, from their respective date of joining, not from 19-04-1980, date of recognition of the school has failed to yield any response from the competent authorities of Jharkhand Government. Jharkhand Government and Jharkhand HRD Department has ignored several directives from President's Secretariat, PMO, M/o HRD, NCW, CORE Center, DARPG registered complaints, Sri Kamal Kishore Soan, Honorable DC, Ranchi, Sri Yashwant Sinha, Honorable MP, and they have also maintain silence about the news report Hindustan Times, Ranchi, on 3rd September, 2010, explicitly related to this issue.
Jharkhand Government web site does not have a least compliance of national e-governance plan for transparent, accountable people friendly governance. No e-mail addresses or bogus e-mail addresses, no site plan, no option for grievance submission etc. HT news report exposes this too vividly. Jharkhand Government website is maintained by Jharkhand Agency for Promotion of Information Technology; JAPIT. JAPIT officials do not pay any heed to such lax web site. M/o I.T., D.I.T, GKC, CGG, NIC have been apprised of the prevalent situation several times for past three years, but all these authorities prefer silence.
Inaction breeds corruption, our government has no firm grievance redress mechanism. Honorable CIC has disposed of my appeal against DARPG, seeking information that what's DARPG/President's Secretariat Help Line's line of action when their directives are flouted. Honorable CIC asserts that DARPG is not concerned with service matter of state government or they can do anything about it. Provision for registration of grievances against state government is how active is better known to competent authorities. In such scenario it’s a bare fact that a commoner has to bear with all injustice, there is no way out. RTI, DARPG etc. are for mere eyewash. This is indeed a socking display of governance collapse. I have apprised this issue to almost all the conceivable high authorities of the nation, if silence prevails then its misfortune of aggrieved person and of course disgrace of the nation.

Looking for justice in my mother case Smt Uma Devi (School Teacher Jharkhand,
Chas, Bokaro Steel City)
Dear Sir,
My Name is Amrita Kumari (Currently based in London,
United Kingdom). I am writing letter on behalf of my mother case who is
suffering from 2005 and no DC, DSE, DEO had taken any action on my mother case.
I have been following up from DC Of Bokaro Mr Uma
Shankar Singh from last 2-3 months .Initially he said he will do the
needful but now he is asking my mother to join her new transferred school and
that to without any written letter just on verbal.
Today
i.e. on 4th May 2014 on his mobile, I had spoken to him and he said same thing
to me to ask your mother to join her transferred school and in parallel I
will make a new committee who will enquire about the matter but I am not ready
to give anything in writing.
How
anyone can trust on such system? Is government system works on verbal?
I feel very embarrassed and ashamed while writing
this mail, to you all that our education system is also a part of politics
which is there to create a responsible future. I have started wondering
what these DC / DSC are creating their image in the society for
educations.
Having so many qualified DC/DSC but a woman till now did not get justice.
In India there are many laws or acts for the people especially for women
but it is just on paper nothing is being implied on real life which i have
experienced while they are allowed to suffer quietly.
I am
mentioning here about what and how my mother Mrs Uma Devi who
is school teacher with Jharkhand government at Bokaro Steel City and fulfilling her
duty with sincerity but the male dominated society could not tolerate this
and made my mother professional life as a teacher hell . Mr Sriram Murthy
Thakur who is colleague of my mother started torturing her in work. He (Mr
Sriram Murthy Thakur) did not allow to pay my mother TLM (since 2005 to
2008) amount which she is legally entitled too.
For releasing arrear, they have asked money which my mother did not give
so that they have cut the higher amount of Rs 1, 87, 810/- towards income tax which
is not correct amount. (Please see the letter no 91 dated01-08-2005 on
which DC has asked for enquiry but afterwards the enquiry was
cancelled because he got pressure from top.
The problem started since 2002 and my mother brought this matter to the attention
of every senior person e.g. DSC/DC/women right commission/ chief ministers
but till date no action has been taken. She has made large number of
applications in writing but nobody is ready to take either action
or investigate and resolve according to the Jharkhand Government own
set guidelines.
My mother met DSC (Mr P M Sahi) on 29-11-2012, regarding her matter on
which he replied that get a Pairawi from top people i will resolve
your matter, mai DC ki baat nahi manuga enquiry ke liye .
On 30th November 2012 when she went to DC (MR Sunil Kumar) office
along with my father, DC did not meet her and asked her to leave the
office. Afterwards, since December they have stopped paying
Nilamban Bhatta too.
I am just writing this mail to know what is the problem with DC and
DSC, why are they not taking any action on it? Why they are so unable to
take any action? Do they also need money to resolve the matter amicably?
Have they been appointed for resolving the personnel department matter or
for torturing women? After running from pillar to post her health
has deteriorated from last 10 years and mental trauma is becoming
unbearable for my mother.
Last
my mother met DC Mr Uma Shaker Singh on 2nd May 2014 and he said apna jeed and
ego side rakh ke transfer wala school join kar lijiye and then I will make new
committee who will enquire about this matter.
Why
committee will be made only after she joins her transferred school? Why
can't they make new committee now itself ?
And
why he is not ready to give same thing in writing ?
If he
is willing to give justice then he should had given this order in writing.
Today
when I had spoken to him over phone he said to me agar wo meri baat nahi manti
hai and transfer wala school join nahi karti hai to unke pension me bhi problem
hoga and puri jindigi taklif me rahengi.
Hoping that I will get a positive reply at least from here as I have
tried all other official so far.
