Colorado Springs Police Department review: Ongoing harassment & stalking like behavior by a police officer

Officer Gilbert Lucero of the Colorado Springs Police Department, has had numerous complaints filed against him for creepy inappropriate stalking like behavior. His Department's response was that even though his behavior is creepy and unprofessional, it is "technically not illegal by the letter of the law." Officer Lucero has continued to harass and intimidate his Disabled neighbor, Terese Black-Sigler, a tireless volunteer who work with abused and neglected dogs through NMDR (National Mill Dog Rescue). Officer Lucero has now contacted a Colorado Springs attorney, Howard Morrison, and on May 19th, 2015 sent a letter to Mrs. Sigler-Black threatening to file an injunction if she does not remove the privacy tarps she legally put up to screen her property, by June 5th, 2015! Is Officer Lucero REALLY the type of creepy inappropriate and unprofessional person we want "serving and protecting" the citizens of colorado Springs?
