The Colorado Department of Revenue makes it virtually impossible to reach them either by phone or the Internet if you have questions regarding your refund or taxes withheld. They will only take as many calls as will fill a 15 minute que. If you are not one of the lucky callers you are unable to hold and must continue to call back repeatedly just to get into the que. In my situation myself and my CPA have been calling virtually every day for the past 90 days and cannot even get in the calling que to hold.
The state owes me money but I will probably spend more in CPA fees than my refund just trying to get in touch with the CDR. If I owed them money I am pretty sure they would find a way to reach me.
My CPAs office has told me that this is now common practice and they have several clients in a similar situation. This is just wrong!

Thailand and paying them in cash. I know that they are obligated to pay payroll taxes to the IRS and the state of Colorado. The co-owner of the restaurant is from Thailand and therefore employs the Thai people, often those who are in "visa overstay" status. The owners are obligated to pay their legitimate taxes to the federal and state government. I hope you send someone to their restaurant and request their compliance.
