To whom it May Concern,
July 2011 I bought a home in Senatobia Mississippi.
My children and I moved in August 2011.
September 2011 my home was flooded by a non-working drain system for city streets.
Five times I was flooded from September 2011 to February 2012.
October 2011 two city workers came out with a backhoe to redirect the water away from my home.
Mr. Timothy Simpson (The Superintendent of Senatobia City Works) came to my home, and the only thing he wanted to know about was the license plate on my car asking "Is that yours?". I answered yes. He then told the workers to do nothing and take the backhoe back to the shop. And further refused to speak to me.
Late February 2012 the standing water caused an auto accident. A few days later crews came out and started to work on the drain system. Mr. Simpson came out and ordered to crew to put the pipe into the middle of my property and drain City runoff into my back yard and not to bother putting the pipe in the legal easement around my property. When I tried to find out why he was cutting my property in half? He informed me that I was stupid and if I got in the way I could be arrested. Also when I tried to save parts of my daughters memory garden for there dead mother from the heavy equipment, I WAS AGAIN TOLD TO STAY OUT OF THE WAY OR ELTS.
I filed several complaints. Nothing was done.
April 2012 my daughters and I were informed we had to keep the trash that was being deposited from the 14 inch diameter pipe picked up or face fines.
June 2012 I was told finally the pipe was going to be moved. I was instructed to stop repairs to my fence and to keep it out of the way so they could fix the city drains.
Request for information as to when I was going to get back the use of my property remained un-answered till late June 2013 after Mr. Simpson was fired or quit. (I never got the full story on that.)
September 3-9, 2013 a work crew came out and moved the drain out of my yard and back into the city easement.
They returned on September 23, 2013 to complete the last touchups and to tell me my property was mine again.
September 30, 2013 I received a Certified letter from Mr. Joe Engel Senatobia Building Code Enforcer informing me that my request to put my fence back up is denied. And that he has chosen to re-identify my property as two separate properties. . I must put up a different type fence than the one I had bought and had on my property before the city came out and knocked down part of it and made me remove part of it to permit work and changes to the drain system. And I have to pay the city to put up a fence of their choosing and what I had is not there concern. And lose up to 4628 square feet of property for its purchased use. And put up a fence that will not allow my dog free run to protect what is on my property.
In short I had land taken without compensation. Denied use of my property for 19 months, but still had to pay taxes on it and keep their trash picked up at my own expense or face fines. And now I have to pay the city to get back parts of my property and I am no longer permitted to have what I had bought and paid for when I got it.
My children had emotional issues for months because of this. And I have suffered over $9000.00 in lost use and damages to my property. And the city can take what it wants and then make you pay to get it back even if you hold the deed and have paid your taxes on it. And they have to do nothing to fix what they destroy.
They have take the joy out of home ownership.
