These people got me too ... asked for an initial $400 to start a 7 week project but could not complete any of the set milestones in over 4 weeks. They took my purchased code in order to develop it further and now refuse to remove it from the server(s).
Watch out for their payment processor too, 2Checkout.com. They offer no Buyer's Protection and are very slow to response to any complaints.
Luckily, I made the initial payment with an AmEx card so I will be filing a despute / chargeback through them.
