Stevens Driving School - In the start of 2021, I signed up for a 7 lesson course with Steven's Driving School

In the start of 2021, I signed up for a 7 lesson course with Steven's Driving School. I got paired with an instructor and did several lessons with them, but had to deal with lots of cancellations from them, mostly on the same day as the lesson. The last lesson was supposed to be on October 13th, but the instructor cancelled just 12 minutes before. Two weeks went by and the instructor never called to reschedule, so I called the school on October 26th and asked for a refund for the remaining lessons. I told them I had no problem with the instructor or the school and that a refund would be best for me at that time. They agreed and since I paid in cash, they said they would mail me a check for the remaining balance of $180. Four weeks went by and I didn't receive anything in the mail, so I called again on November 29th to find out what was going on. The person at the front desk was really nice and after checking, they found out that the check had been prepared, but it had been sitting on the owner's desk for approval for those four weeks. They said the owner had been out of town dealing with personal stuff, but was back now and they would bring it to his attention the next day. Two weeks passed and I still hadn't received anything. So on December 13th, I called again and found out that the check was still on the owner's desk. The person at the front desk, who was really polite, grabbed the check and said they would personally give it to the owner the next day and get it mailed that week. Now another week has gone by and I still haven't received my refund and the Driving School hasn't contacted me either. I just want the refund for the remaining balance of the lessons I didn't complete, which was agreed to be $180.
