I had Conboy, a private contractor start this project in April 2019. He started off okay, then after several weeks (this was a three week project worst case), the excuses started. He kept losing his phone, people were stealing his tools, his girlfriend's son had his truck and wouldn't bring it back, headaches, flat tire, sick motor, etc. Then as the months progressed he made less and less time to come by and put in his usual three to four hours of work. Since he was pretty much a single owner business with undependable helpers I gave a lot of patience. During this time he told me he had money flow problems and asked if I could pay the remainder after deposit a hundred dollars each time he came over so he could pay his help. Despite the fact I was out of work due to medically forced retirement I did do just that. And about each two-three weeks he would come by and do his usual three-four hours and stop again. Eventually he had all the money and simply stopped coming. That was July of 2020. I then told him I was going to take him to court, which didn't make a difference. I had found out after he started on the building that he had two judgements against him for this same problem. His feedback on his four Facebook accounts was pretty dismal. Everybody said don't trust this guy to do quality work or even show up. I finally had to hire another contractor and pay $1900 out of pocket to finish the job. My contractor said it was some of the most shoddy work he had ever seen. I'm still going to have to do some work on the building before I paint it and eventually store my equipment inside. BTW, I am disabled so any work on my part will be very difficult at best.
I have his original work drawing with his signature, as well as where he signed off each $100 I gave him along.

Desired outcome: Refund me the $1900
