Phillips Construction review: Job incomplete and bad construction

My realtor, as part of my purchase agreement, gave the repair job to her husband who claimed to have a construction company. The agreement was between me, Vanderbilt mortgage and her husband. The mortgage company had written in for him to provide evidence of completion for the $10,000 I paid for the repairs in exchange for a $10,000 discount on the selling price. My repeated requests for receipts went unanswered. I sent a photo of 1 of the support beams that should have never been used and has to replaced. He charged me $6,700 to replace and rebuild the back deck. I told him that was included in the $10,000 I already paid him. I was dealing with health matters and did not know where I had put the real-estate papers. I had to wipe out my retirement savings plus pay over $650 in penalties. He made me pay him upfront for supplies and time. I had to ask him for a bill for the deck and it did not include the cost of materials of receipts. As my health improved, I began to notice all the things he did not fix and the numerous flaws in what he did repair and build. He supposedly fixed a leak in the roof. He did not repair the inside ceiling and I ended up having to replace the whole roof when the area he "repaired" started leaking so bad I had to put a pot under it. None of the kitchen tiles had been grouted and he only did half the kitchen, left taking the grout with him and hasn't been back since. He was supposed to have hauled off all the construction debris and his personal trash and kept saying he would. After 6 months I got tired of mowing around the massive pile and dealt with it myself. They were members of my congregation, I thought they were my friends, so it took months for me to write them a complaint letter and a few more months to get the courage to send it. I had it notorized, included 20 photos and sent it certified mail which she claims they never got, so I sent it via email. She got very ugly about it. That was 3 weeks ago now and they have yet to respond to my demands for a refund so I can get someone else to finish the job and do repairs to his shoddy workmanship.

Desired outcome: restitution for the money he made me pay for the deck and refund of the money for the repairs still needed and to pay for have someone else fix his work.
