ICF Technology review: I’ve no idea what the service even is

I just received a notification from Revolut saying that a payment of £17.46 was made to ICF Technology. I’ve no idea who these guys are and what they do, nor have I ever had any such dealings with them. I know all the purchases I make and only I have access to my account and card, so how did this happen? The only possibility is that somehow they charged me without my own approval, and I hear that this is happening and has happened to many other people too. Honestly so frustrating.
