This breeder is a scammer. I supposedly purchased a puppy from Fortune Bridges, owner. She said she would ship the puppy for free because she had a coupon. I sent her the $300 deposit she requested. First, she said she never received it. I resent it. Then I noticed both payments had cleared my Zelle account. I told her she owed me three hundred dollars, or she could take $300 off the remaining $500.00 owed on the pup. She did refund my money. Which was fine, except... She went through with our deal but couldn't send the puppy for more almost a month, for some vague reason. Also, she kept getting confused about which puppy we wanted. At my request I asked for a current picture of the female pup. What I got were pics of a puppy that was clearly male. When I told her, the breeder started berating her husband, who had taken the pics. Anyway, I did get the pics of a male Havanese. So far, so good. The next thing I know breeder calls from shipping agent's office and said that the pup is on the way. I was confused, because she said it would be a month. It had only been two or three days. Then the trouble really started for us. The shipper called and stated that we owed $1,000.00 for crate rental. He did not mention a refundable fee until I really balked. He said he could not take care of the puppy and that I needed to pay for the crate. The pup had already been at the shipper over the July 4th weekend. I was worried and decided to summit the fee. The Shipper then told me he didn't receive the money I had sent through PayPal and that the puppy couldn't ship unless he had the money. I resent it, expecting the first $1,000. back as a refund. After several requests, the first $1,000 was returned. Sounds okay, right? NOT!

Even though I got 1/2 of my money back, all was not well. The puppy did not ship because of bad weather on the way (this was true), and they only flew pets non-stop (sadly, I forgot this detail as the saga went on). Next, I heard form the shipper in Chicago. He insisted that I needed pet insurance on the dog and intimated it was federal law. He even cited a Congressional bill and sent me a document. He said I only had 15 minutes to ship time and that the puppy was starting to suffer form being crated for so long. He said they would not take care of the puppy and that it would be our loss. I sent the $1,000.00 via Paypal. Again, they said they didn't get it. I resent it. They got both payments and would not return either one of them, even though the insurance was supposed to be refundable upon delivery of the dog. Instead of shipping the dog to the Ft. Smith airport, they said they were delivering it to my home. Then later called and said the puppy was in my town, but I needed to pay another $1,200.00 for a Pet Control fee needed before they could bring the pup to my home. I knew then that we had been "had". I have reported the breeder and the kennel to the States' Attorneys Offices in FL and AR and the Federal Trade Commission, since the pup was supposedly shipped interstate. This makes the crime federal. It includes extortion, ransom, interstate fraud, and other crimes. These folks could go to federal prison if we can get a conviction. We paid $3,000 for a dog we never received. We were devasted and then realized that there may not have been a dog in the first place. The breeder sounded like she would assist us, but then did nothing. Too bad for them! I will be relentless!

Desired outcome: State and or Federal charges of fraud, interstate commerce violations, fines and jail time. Also, to forewarn other purchasers of this scheme/scam.
