The company that handles the toll for the Elizabeth River Tunnel in Portsmouth, Virginia is taking advantage of people who do not live locally and do not purchase a ezpass. I do not live in Virginia but when I travel home to see my family, I have to use this tunnel. They send a bill based on your driver's license to pass through the tunnel. I always pay this bill immediately through my bank's bill pay service.
The company always states the payment is late or not received. This has happened multiple times causing me to pay over a hundred dollars in a late fee once when they sent this bill to my old address. They are charging huge late fees on a small toll charge and will threaten to wreck your credit if you do not pay. The latest is stating that they did not receive my payment of $11.00 charging a $25.00 late fee even though my bank has stated the check cleared. I have emailed the confirmation code and screen shots from my account to prove the payment was made. This is unacceptable!
This is literal highway robbery and the state of Virginia should do something about it. People should not be punished because they do not have an ezpass.

Desired outcome: DriveERT to fix their billing service for those who do live there and do not need an EZPass. Allow for customers to pay through the mail (with time given for the mail) and have a system that documents when someone does pay by check.
Here's the scam: To get almost anywhere in Norolf, VA one must drive through one of the Tunnels Managed by Elizabeth Rivers Tunnels. Then in 90 days you receive a bill, but by that time it is considered past due and then is referred to a collection agnecy called Harris & Harris who then assesses an exhorbatant collection fee that is many times greater than the actual bill itself. When you call Elizabeth Rivers Tunnels they just threaten to put a hold on your car registration until you pay what Harris and Harris decides to charge you.
My question is who at the Elizabeth Rivers Tunnels is getting a kickback on all of this?
Just got a bill today and has a late fee on it never got a single bill before this the late fee was more than my toll charge what is going on here ?
I need to make an appointment with a supervisor or manager over my ongoing problems with my bill. I've been to the Portsmouth office and got nothing resolved. I need help!
