Societe Generale review: loan/ card can't use

Hi,
I took a loan with societe generale chales peguy branch in suresnes. 23, 000 euros. Then I asked the bank to send 18, 000 euros in the Philippines. However they said the money is going back to my account. Unfortunately until this moment I havent received it. And one more thing my card is not working though I still have more than 2, 000 euros available.
My conceiller was not very friendly. Imagine how many time I sent a message but she's not helping me out. I couldn't buy groceries, I haven't paid my rent.
