CVS - city noise oridnance violation

The cvs store on 119 lincoln avenue in venice moved to that location in october 2008, after a wholefoods market took over it's old location.
L. a. city has a noise ordinance that prohibits deliveries between 10pm & 7am, which still allows 15h of deliveries & noise making for the store, and only 9h of peace for the neighborhood. but, as all big gready corporations, cvs decided that it was not enough time for them, and started making night deliveries at 3am 3 times per week.
very nice when you live accross the street from them. did I mention? the store is within 200feets of houses.
I went to talk to the manager to explain that it was a lot of noise and to ask him to stop, and his answer was that "if he has deliveries during the legal hours it will block his parking, so it is no".
Our lead officer than went to talk to him, and the deliveries stopped at night until a few months ago, when the manager decided that it was enough again and now the truck is coming after 10pm and the truck driver is so smart, that he even honks happily at 11h30 or so, when he is leaving the parking...
I'm curious to know if other neighbours of cvs stores are submitted to the same harrassement...
Here is a perfect example of another big corporation who thinks they can brake the laws because they have money. aren't tired of that?

The police doesn't come... they usually ask for your phone number and one time, a honest dispatcher told me that they do not send cars for that...

This is an extremely valid complaint, but you're placing the blame with the wrong person. You need to go directly to the district manager who is in control of the truck schedule. The manager has no control over when the trucks arrive.

I would just keep calling the cops and reminding them about the noise ordinance. In theory, the store would get citations after they disobey officers' orders.
