I was just in the Dollar General on Broadway in Schenectady, NY 12306, and a customer was not wearing a mask in the line behind me. She was openly coughing and sneezing and not six feet away. When I asked the manager why the customer was allowed in the store and received service, the manager replied that the corporate policy is that employees can't verbally request someone to wear a mask or refuse to serve them.
If this is indeed true, I will not shop at Dollar General anymore.
