Ophthalmic mart review: Product not received, company not honoring a refund that was offered

Bought an ophthalmic equipment from a company named Ophthalmic mart in Singapore and paid for it on the 15 of June 2023. I requested information after 2 months had passed without receiving it and was told that it was detained at US Customs and Border and asked for an additional payment to clear customs. The equipment was shipped by a shipping company named Miranda Cargo also based on Indonesia that I cannot find listed as a shipping company. There are others with the same or similar name but based on the Dominican Republic and a Miranda Cargo Express also based on Indonesia but are not related. Miranda Cargo submitted some questionable tracking around Asian ports but did not show the equipment ever getting near USA soil. Finally it was marked as "returned to sender". The seller originally agreed to refund the payment and even requested for it to be done by PayPal but this was only a delaying tactic since lately my emails are replied with just "message received", are being returned as" non-deliverable", or just go unanswered. I searched the internet for complaints of Ophthalmic mart and found other customers also complaining of non delivered goods. These are very expensive ophthalmic diagnostic equipment.
