On April 14 2011 this company towed my wife's 1996 Honda Civic (FMV241) allegedly at the request of the city of Winnipeg parking authority. The problem is that it is our claim and supported buy the facts is that the car was in fact not parked improperly and that it appears that there is a financial motive for this company to practice predatory towing. My wife did not observe any signs telling here that this was a no stopping zone. My wife could have been easily notified that here car was allegedly illegally parked but by doing so would have cut into the profit of the towing company so my wife and our handicapped daughter went out to locate there car and were panicked to find out that it was gone. After finding out after an hour of inquiring the car had been towed. I called the Dr Hook towing Company and the women I spoke to lied, was rude, disrespectful and dishonest. She at first told me that the car was not there then after I told her that the police said it was there the story changed. This lie was told to me to keep the car there longer as to accrue more charges. Clearly another attempt to extort more money from my family. After I complained about this she told me that I had no right to complain.

This is my report.
my name is David P Vandale

My wife Diane VanDale is disabled and she has a handicap permit
allowing us to park where ever there is a handicap parking spot
pretty much anywhere in North America.

On the evening of Friday May 22nd after picking up my wife up at
St boniface hospital Dialysis unit where she receives treatment 3 times
a week monday wednesday and friday.

I parked my van in one of the two available handicap parking spots
to drop Diane off and bring her up to our apartment with the intent of
going back down and moving my van to my regular underground parking
stall.

My wife had supper in the oven so we ate and I was a bit tired so was going
to catch a quick nap then move the van, but we both crashed and forgot about
the van outside.
Saturday morning went to my underground spot, no van, oh no forgot to move it
last night, hope it is still there, no such luck!

I called Dr.Hook and they confirmed they had it in their compound and it would
cost me $71. to retrive it.
Got a ride to Higgins paid the tab went to where they dropped my van and noticed
my drivers side rear tire is completely flat, so i walk back to the office and tell them
my tire was flat could someone pump it up it should be ok as two rear tires are
brand new about a week old.
the tire would not take air, so the person helping me looked under the van and said
" It won't take air sir as there is a large tear in the sidewall", then taking a second look
he tells me You have some serious suspension damage as well".

The tire and wheel are damaged on the inner side and the A arm holding the coil spring
is broken as is the shock absorber, "you ain't driving your vehicle away the way she sits,
too much damage there."
So I tell him "the tow truck driver did this damage what do I do now"?
"You'll need to have it towed to Plessis road MPIC".
"It won't cost you the tow as Doctor hook is contracted to MPIC".

Long story short, the driver claims the tire was already flat prior to tow, he does not even make mention of the suspension damage,
When I parked it to drop my wife off there was no damage prior at all
except rear bumper by wheel well which I have a picture of.
no other damage whatsoever prior to tow, we had just been on a short trip to the states
and everything was perfect.

I hope MPIC checks the transmission as well because when the Doctor Hook driver did
all that damage who knows if he towed it from the rear for any distance in park.

I hereby swear this statement to be accurate and true.
