I want a Formal complain about the seller of shopee Philippines CPSTech

they delivered to me my order with missing item and requesting for a replacement for missing item and nothing is happened. So I decide to return the items and it was delivered to their Warehouse as proof on the tracking number.

The seller dispute my return and says did not received my return and not willing to refund my money back. I want this seller to be Suspended or Terminated because they are not following Terms and Policy of Shopee that after they received the return they need to refund the full payment back
