I am a renting tenant in Rogers Park, and the building management company, Wellington Realty Group, has turned off the heat and hot water to the entire building due to unpaid condominium assessments from some of the condo owners. They did this without any prior notice and posted a notice on the front of the building that says they have no intention of turning either service back on until all of the fees (approx. $25, 000 from various condo owners) have been paid in full. Renters who have no responsibility for this problem and condo owners who pay on time are all suffering from this misguided attempt at getting payment from some of the condo owners. They suggest renters pay their landlord's balances and deduct it from their rent. (As if!)

They are unresponsive to calls and have never returned any of my calls with previous concerns about the property, including an elevator that is broken on the average of twice per week. They also were unresponsive to any requests to have my number programmed into the call box so that I can buzz in food or package deliveries. The lawn is never maintained (it was mowed one time the entire summer) and the carpets in the interior of the building are filthy.

    I am a property manager at Wellington Realty Group.

    The tenant in the above building accurately describes the conditions of the property in 2008. This is a 66 unit condominium with 24 foreclosures. Well over half the units did not pay assessments in 2007 or 2008.

    Gas service was disconnected by People's Gas for nonpayment. Notice of the pending shutoff was provided to every unit owner and posted at the entrances to the building. The tenant above was a victim of a problem that is becoming too common in condominiums nationwide.

    Wellington often refers tenants to the Chicago Landlord Tenant Ordinance. The CLTO specifically describes the remedy whereby tenants pay directly for utilities or other vital services that are supposed to be provided by the landlord and deduct the corresponding amount from rental payments. We suggest this wherever a landlord is collecting rent and failing to pay their portion of a property's utility and maintenance expense.

    Cleaning, snow removal, and landscaping were performed directly by caring members of the board in an attempt to keep the property habitable in the absence of 50%+ of its budgeted income. Although they were unable to maintain a world class building, they made it possible for the 1/3 of unit owners who were paying their bills to survive.

    Amazingly, within 5 days of People's Gas turning off service to the building, over $25, 000 in past due assessments were collected and gas service was restored within a week.

    Update - one week later and still no heat or hot water. Seriously, stay away from this management company.
