Mail Delivery Service review: My news paper from Saskatchewan

This is about The World Spectator from Moosomin, Saskatchewan. This is a weekly news paper which we have receive for 18 years with no problem. Starting in August when we only received two issues, September we received one on the 14th and one on the 28th. There was been none in October. We have contacted the head quarters of the news paper and they said it was shipped out at the proper time. What is wrong with the mail service?
