OMUWater Bill

I received a bill from OMU for 334.00 for water usage for the month of November 2011. I spoke with OMU prior to receiving the bill and was advised that a pipe burst may have occurred and I should contact my landlord. According to OMU there was no water flow registering on the meter
and according to the Landlord he didn't see any signs of a pipe burst underneath the house. So I need refer my questions and concerns to OMU in regards to the charges. My account# [protected] I called OMU several times to have the meter read again and to see about a possible payment plan offered
on the billing statement, but was told that the account had to be current to take advantage of Budget Billing, when technically my bill was current because it isn’t due until 1/3/2011.
I was told to pay 200.00 by 1/3/11 they would send a 15 day notice and I would have 10 days after that to pay the balance I immediately called/ text my landlord after explaining to OMU that I don't have that kind of money especially now with Xmas and other responsibilities I have. I was told that’s

My landlord never replied to my text, so I called The City of Sanitation to see if a payment plan or adjustment was possible on their portion of 210.00 I was told they would call me back, as of today I haven't received a call back. I need help desperately my bill averages 20.00 a month normally I've lived here since 8/15/2011 without any problems... I was told the toilet may have leaked water, but that would be a tremendous amount of water and I'm sure I would have noticed the water cycling constantly. There is only 1 water valve attached to the house and it's located right at the back door where we park our cars and if it was left on it couldn't possibly go unnoticed, the back door is the main door used to enter and exit the house. I told my landlord that the Hot water doesn’t work well in the bathroom when using the sink the water comes out in a trickle not a flow and the pressure isn’t consistent.
My usage for October 25, 080 the usage for November 30, 400 which is a difference of 7, 200 meters or gallons of water. Truly the water would have run down the streets and flooded the yard if left on. This house if over 100 years old and about 890 square ft.. And located on the Corner of 5th and Monarch with the valve facing the street, surely someone would have noticed 7, 200 meters of water spilling into the streets. Please can someone help me with this problem since OMU or my Landlord refuse to help this matter? I have my daughter and 3 year old granddaughter that just moved here in June we are struggling to make ends meet. My daughter receives KTAP and Medicare for herself and my granddaughter please if you’re not able to help can you point me in the right direction to get assistance for I’m not familiar with the resources offered here.
