General Motors - 2012 buick verano - excessive oil consumption — engine damage

I purchased a used 2012 Buick Verano (VIN 1G4PP5SK8C4156396) with 66K miles on the vehicle. The Verano had a clean car fax and had car fax records with consistent maintenance and oil changes performed through 2019. An oil change was done before I took ownership as well as a 132 point inspection on the car.in the span of 4000 I had to add 4 quarts of oil. Before I had driven 4000 miles I incurred rough engine idling and black exhaust coming out of my exhaust pipe. I drove the car from work to a reputable auto repair shop. The engine light came on with about 1/2 mile to go on a 3 mile trip. The repair shop told me the engine was 3.5 quarts low on oil and that the oil consumption caused damage to the timing chain, camshaft, tensioners. The engine dipstick showed 1 quart low a week before the breakdown so I added the currect synthetic oil.in the span of approx 100 miles the engine had burned 3.5 quarts of oil. There is no way this is normal. I spent $2600 to have the repairs, including a 5 Qt oil change to the engine and car., In the span of the next 2000 miles I had to add 5 quarts of oil and the problem occurred again. This time the garage found the GM Technical Bulletin #13-06-01-003h. The previous owner, dealer, and auto repair facility are doing nothing to correct this issue. GM should be responsible for these repairs as I have found a tremendous amount of similiar complaints. I am looking to speak with somebody directly to get resolution on this matter. Right now I have a $15000 paper weight and feel misled and absolutely cheated. I have leased over a dozen other GM vehicles in the past 10 years and have never felt GM didn't stand behind their vehicles. This is a bad engine and bad computer design in compensating for the engine operations.
