Zero Plus Dialing / Terrible experience

I called ZPDI on 09092008, reference the charges of$39.30 (6 min) on my phone bill . I was told collect calls, no one was home to accept these calls, I have had collect call block for years, with all the scams from people in prison and the ability of others to route from your number to others in other countries, causing outrageous calls to be on your phone bills. This outrageous $6.55 a minute.

AT&T was not much help either. They informed me to call ZPDI, which was done. ZPDI, told me I needed to prove that I had call blocking for collect calls. This feature is a part of the Complete Choice Package with Bellsouth, which is now AT&T. Now called the Preferred Plan, which I signed up for in March 14, 2007. After leaving Bellsouth for their lousy customer service. I have since August of this year ported my number to another carrier, as I had become dissatisfied with their service yet again.

Why is the FCC, still allowing this company to charge consumers in this way?

I am not going to pay for these charges!
