The perpetrator is committing mail fraud and extortion and a bunch more illegal practices. He or she is crossing international borders making the crime worse. Since the US is now having problems with foreign entities trying to break into the USA electronic systems it is a sensitive issue that makes it imperative we contact such organizations as the FBI for example.
