SUBMIT A COMPLAINT / Blah-blah and no delivery

I bought software from the company I got all necessary info, but the seller didn’t provide my order. I called to the customer services and spoke with the rep, who promised to check my order, and called me back and provide day of the delivery, but it was only blah-blah. I haven’t received any reply. I sent them an email and asked to return my money back. Still no response. I wonder if there are other people, who had the same experience. Can you provide any good piece of advice?
