SUBMIT A COMPLAINT / Agent was stupid and completely useless

I bought a new phone, but it was locked. I contacted the agent from the website I think that this guy has no idea how to unlock the phones. He tipped-toed around the subject and told me some crap, but after that he told me to pay and promised the code. I of course haven’t received it. I tried to reach this guy again, but it showed that all agents were offline. Total rip off.
