www.jollychic.com / they avoided me and didn't send the order

I purchased a dress from www.jollychick.com. But I waited 5 weeks already, and I got completely nothing. I tried couple of times to contact the customer services, but each time they were busy or no one took the phone. I sent them two emails and asked to provide the details about the order. But they replied and told me to send the tracking number, which I didn’t have at all. Total rubbish and don’t think to buy from this company.
