SUBMIT A COMPLAINT / I paid for expensive screen, but I haven't received it

I bought screen for my Tablet from the website At the beginning, I paid $100 for it, but after I got the email from the seller, who told me that it was out of stock. He offered me another, but it was more expensive. I agreed and paid more money. After several days, I haven’t received it. The seller assured me that he sent it, but he refused to provide any confirmation info. It is scam. But I don’t know how to get money back. Please leave comments if you have the same situation as mine.
