United States Administrative Services Co. / Fraud- Did not pay cash back rebate

I live in Louisville Kentucky. I had American Seamless 821 Ulrich Avenue Louisville KY. [protected] install new Gutters. I chose American Seamless because the owner said that he donates a portion of each sale to an account that the customer can get cash back if they hold on to the voucher. This sounded to good to be true but he said most people forget to keep records because they move or other circumstances. We sent in the rebate after 4 years to come to find that it was a fraud. The owner of American Seamless must have known this to be the case as well.
