As an ex UK resident I have to agree with Quasar 100%. If you have never bought a ticket how could you have won? Another point is that UK lottery tickets are "tax paid" so there will as Quasar so rightly says be any fees involved in claiming your prize.

It's been several years since I was in the uk but it used to be only EU country residents were entitled to "remote" entry so if you are not a European any notification you have won while resident outside the EU is a total scam. This may have changed since I immigrated to the USA but I doubt it as the original idea was to keep the cash inside the EU ;)
