Smoking review: Smoking 2

Here is the brief. I am staying #11 above my neighbor #10. She has being smoking ever since anytime she wants. I have spoken to HDB but they cant do a ### only to advise them. HDB reason is this within their house. I am not stopping any1 who wants to smoke within their house BY cant they or she puff somewhere else in their house or within their house so that this will not affect me. I cant do a ###. HDB wont help to meditate. And people smoke all they want to making their being a inconsiderate smoker. I hate inconsiderate smoker around. Smoke all you want and die for no one will care, but stop doing affecting the others who wants fresh air. i feel Bishan town council is useless who cant even solve this, cant even help to meditate and assist the residential problem.
