Saks Off 5threfund of an item never shipped

I ordered an item on line and never received it. I emailed Off Saks to let them know it was not received, they said they would credit the shipping. I called back a week later when I still hadn't received the item and they said they would start a return. I called back 2 weeks later, when the item still showed up on my account and spoke to a rude customer service manager, Dan M in El Salvador Central America. He claimed they could not take it off my account and would start another 2 week process to have it refunded. The service for a high end store was terrible and it a shame I have to keep calling back on an item that was never shipped to me. They were not even apologetic. I'm a very good long time client of Saks, and I'll think twice before I shop there again.
