I called the Bail Bondsman and they have no idea where he is. They say there is a warrant for his arrest. I doubt he will show up for his trial on 11/13/18 unless he can be located.
Richard Rokowski took $700 from me in Orange County on September 19th, 2018. He was recommended to me by my neighbor who is a Plumber. He met him at a mutual job and said his work was good. Normally I would have checked him out on Google but didn't because of the recommendation. I filed a report with Orange County Sheriff's Dept. If they arrest him (if they can find him) it is a 3rd Degree Felony. In the Volusia County Case the Judge has ordered the Bail Bondsman to pay the $5, 000 Bail to the state by 12/15/2018 unless they can produce him in court for the case which is scheduled for 11/13/2018 @ 08:30 AM, DeLand Courtroom 4B.

I myself am retired Submarine Service USN. He uses his "possible"Sub service as part of his advertisement. I assumed honor, integrity based on my brotherhood of military veterans I have had the pleasure of knowing. He took my down payment for materials of $450 and over the next 3 weeks became more evasive every follow up call to contact to the point his phone no longer took calls. I'm embarrassed to say I didn't do my homework on this guy and paid for it. It was only after the fact I started digging and found like complaints all over the web, an arrest record and a negative news piece aired on T.V.. I have seen dozens of complaints just like mine. WHY ISN'T THIS GUY IN JAIL FOR THE LONG HAUL!? And if you did serve in our USN Submarine Service.. you tarnish everything we stand for.
AHn update to all. Rokowski got me also for $450 on Sept 17, 2018. He got a lady in Debary for $3000 right before me. Volusia County arrested him on her complaint. He was due in court on October 16th and failed to appear. They just put out a felony warrant for him. My charges are with Seminole County and I hope they will also arrest him based on my complaint. So if anyone sees his van please call and have him stopped as they will arrest him based on the pending warrant. I also called Pam Bondi's Office and asked that a Statewide Prosecutor be assigned since he is doing this in multiple jurisdictions.

I was unfortunately in a tight jam and urgently needed flooring done at one of my properties and prior to doing deeper research I hired Richard to instal carpet & flooring.
He demanded full payment upfront and made every excuse & lie under the sun as to why he cannot perform the work (which included getting into a car accident and breaking only the microphone on his phone but still had the ability to text...later which he contradicted himself and said he only had a flat tire...and also saying he had a family member have an emergency and was in the hospital but that same night posted his ad on Craigslist).

I just got scammed as well. 2 weeks ago he took my down payment for a carpet install and vanished. $460.00 of my hard earned money. Any clues where to find his [censored]?
This statement is true. Scammer, and thief. No contractors license, no store works out of an old 1989 Ford Van. Will take your money and run. Elite Carpet Service and Richard Rokowski are scams. Stay clear of this so called company and this lying individual that states he served in the US Navy. What a joke. He posts photoshopped pictures and of himself dressed in Navy uniform, and also a Discharge that was altered. Just don't do business with this individual.
