Revtec Equipment and Trading Singapore review: Order not shipped after payment

Dear Sir,
I would like file this complaint for Revtec Equipment and Trading. We found them on Alibaba and initiated the contact with them on November 3, 2014 for an inquiry of Nissan Forklift Parts for our Manila office Aquarian Global Sales Philippines Inc. Mr. William replied to our inquiry from their email address [protected]@revtec.com.sg with their quotation. After the negotiation and confirmation of prices and shipping charges, we confirmed an order on December 16, 2014 for an amount of US$1, 290.00 as attached.
Revtec then issued us their Invoice under a different name Ning Wei with the same address which was on their web site. That address was at 211 WOODLANDS AVENUE 9, #04-85, Singapore 738960.When we search Revtec online, they seem to to have many different addresses and actually the above address belongs to another company at that location.

Mr. William advised us to issue the P.O. and send wire transfer payment to their bank account in China for tax purposes as shown on their Invoice. We sent the payment immediately and started following up with William to confirm the shipment. William confirmed that he received the payment and will be shipping soon. But after many follow ups, when I called his phone no. (+65) [protected] as on their website, he denied to receive any payment and said he did not ask us to send the payment to China. We are extremely shocked by his behavior because he started acting unaware of any emails and agreement of P.O. and does not want so ship the order.

Revtec is clearly a fraud and scam customers using these tactics. I wonder how did Alibaba cleared them as a verified supplier when they are another cheating company!

We are also going to file a complaint against them in Consumers Affairs Department, Singapore and Singapore Police for their criminal activities.

I can provide all documents, P.O., Invoice, Proof of payment, emails history with this company.

We will appreciate if you could help us investigate this company and save your business members and prospective buyers from being victims of Revtec.
