PNB MastercardCredit Card

When I accept the Master Card that they offer, their selling pitch is its " International " Credit Card meaning I can use it anywhere. But they didn't tell me that If I use it somewhere else I will be billed in US DOLLARS .
I only realized it when they email me a US Dollar SOA.

I went to Thailand last month, some of the charges I did there was billed in US Dollars and some in Philippine Peso . I am confused how they categorized US Dollar Charges ..

I tried to resolved it through email and through their 24 Hour Customer Service but all I get is a long hold and hang up. It can not be the time because 7PM her in LA is 10 AM in Manila. Also no respond to all the emails I sent them since May 7 .

I tried to pay it in PNB here in Los Angeles but they have no account in their records to pay PNB Master Card.

I accepted the card offer because I know I can link it with my PNB checking account for payment, which I have been doing.

And until now there's no response to all my emails.
