NPRC Office of National Prizes / Want my ID and signature and a check

I recieved a letter in my home mail box tonight from the post office and it caught my attention right away because on the outside of the letter it said: LOACATE TO DELIVER -NOTICE-

I opened it up and the letter states there is a prize waiting for me of "One Million Two Hundred Fifty Thousand Dollars." Saying this is my prize and is waiting for me and will be delivered upon my-self retuning a copy to these people A copy of my ID and they want a check fee for $19.99 from me to this company for release of the prize. And the company wants me to sign this documnet and send in proof of who I am along with the check for $19.99.
They say in this letter I have 14 days to return this signed form document to them with the money and my proof of ID.

They also gave me what they call and INSuance ID number which is everywhere on this Document.
This is very scary because this letter is so very official. But there is no toll-free numbers to call or any other type of number to call. Nor is there an official address. However the return envelope that I would have to pay for a stamp also would be going to: P.O.Box 9101, Bethpage, NY [protected]

Also on the return envelope it says: To the processing offices Manager-private office also it says on the return envelope "Important matter" Immediate Mail-Prompt Delivery to Office" and a lot more words are on the retun envelope. This Document seems very real.

If I won such a large amount of money, then why would I have to pay for them to deliver the prize to me?

This is the second letter that came into my home mail that I had won money in the past week. But I get scams daily online has well that I always report in. Something has to be done with all this. Elderly people will be fooled in a heart beat and their money that they live on will be gone.
High tech equipment we have now a days can just about make anything look real and official. Very disturbing. No telephone numbers or an email address is on this entire form. And I cannot see any type of real company name.
