Norton Spyware Security Subscription / service paid for, but not received.

On 11/9/08 I purchased a renewal for my Norton Internet Security Subscription for $69.98 charged on my credit card and I did not get the service. I would like to have a refund for the service I paid for, but did not receive and/or I need help setting it up.
