NIPSCO / Want to big of a deposit to transfer existing account to a new one

I am purchasing an existing business and I'm transferring the service to my business. To my shock they told me they need 4085.00 to do this they said this is a deposit I wouldn't be eligible to get it back unless I made 24 on time payments. I asked if I could make payments on this they said no The first call they told me it had to be money order or a certified check the second call after I had picked my self off the ground told me that I could do a business check over the phone they told me there was no one to talk to but them and that was that. I think this is a ridiculous amount to pay as a deposit the current account owner said his deposit was 1000.00 that I could Handel I get no were when I call Nipsco and now am not sure what to do this is a big hit on my operation money that just stating I can't afford.
