Dear Sir,
This complaint is against Mr. David P. Hricisak, II, CMFC, LPL Financial Adviser, Brentwood Towne Square, 501 Towne Square Way, Pittsburgh, PA [protected], who did not explain in detail the penalty of early withdrawal of certificate of deposit (CD). In September of 2009, I signed up for a 6-year CD for $10, 000.00. In January, 2010, I asked Mr. Hricisak to withdraw $4, 000.00 from that account, in anticipation of the possibilty to pay for a medical bill and house improvement, without realizing the penalty involved. As soon as I found out that the penalty for withdrawing $4, 000.00 was $400.00, I immediately asked Mr. Hricisak to reverse my decision because I did not really need to withdraw the $4, 000.00. I returned the unopened envelope with the check in it, without success. Mr. Hricisak did try to talk to his supervisor at LPL Financial about my situation. I think I have been victimized by not being warned of the consequence of early withdrawal. I have had CD’s with Parkvale Bank which Mr. Hricisak is associated with many times in the past. I never had penalties because I was better informed before I invested. It was the magnitude of penalty of $400.00 for withdrawing $4, 000.00 and the fact that I was refused to return the check to restore my original account that I feel very unfair to me.
I am 70 ½ years old. I am careful with my financial matters, even for small amount. This loss is not justified. In fact it would have involved only a little bookkeeping work to restore my original CD, because the check was never cashed. The money has been with LPL Financial all the time since the account was opened.
Your help for this matter will be very much appreciated.
Yours truly,

Kin Y. Cheung

I so wish I had read your letter before I was "suckered " into Consolidating my assets. This company is (in my opinion)... Liars, Cheats, hiders, sneakers, and my broker is just a jerk. I nearly had a heart attack when I received a page of FEEs. Unbelievable. Thanks for writing.
