Motor Vehicle Network / Seemed fishy to me...

I talked to Motor Vehicle Network representative on the phone. They told me that I would be able to save money. After making a debit card payment, I went to look up the no. to see when I would get my policy in the mail. When I did, only half of the no. appeared which seemed fishy to me.
