I received my $1, 100 deposit less a $184 cleaning fee for which I never received notification until it was deducted from my deposit. My inspection was conducted on April 28, 2015 and there was no mention of damage to the apartment or a cleaning fee. When I originally signed the lease for my rental to commence on 7/9/13 I came to an apartment that was dirty. There was pee on the toilet seat, dead spiders on the window sills, carpet that had not been cleaned and a dirty refrigerator. Her explanation was "Oh, I didn't realize you were going to enter the apartment so soon and I thought I had until the end of the month to clean it". You cannot sign a lease and force a tenant to pay the rent as of the start date and not have the apartment move-in ready. Even after the landlord came in to clean it herself (no professional cleaning service used) it was still not fully cleaned as she stated the carpet would not be shampooed. An email is available showing the concerns brought to the landlord's attention. I asked the landlord to adjust my first rent due to receiving a unit that was not move-in-ready. The adjustment was made. When I moved out the apartment it was left in a cleaner state than was rented to me. When I asked the landlord why she deducted a cleaning deposit without informing me she stated in an email (available upon request) "Per state law owners can deduct for a move out cleaning." Yes, they can deduct it but one, they have to give the tenant a chance to clean it to their standards first and two, they have to give the tenant an itemized list and bill if they intend to charge the tenant. Neither option occurred. I was willing to pay a reasonable cost to clean the unit as I had with my previous landlord but Jill refused. Given my experience with how I received my apartment it is unlikely any funds were paid to pay to clean it for the next tenant. I am asking her to provide me with the remaining $184 deposit in addition to any interest earned on my deposit (which is part of the State Law) as I was never informed during the walkthrough that a deduction would be made.
