Little Playland - unethical behaviour

On May 7, 2018 I ordered a eyebrow pen, S&H $18.34. May 16 they said it's on the way. I emailed them May 26 inquiring why it was never received. They don't tell the customer it's coming from China. I emailed them 10-12 times in 2 months time thinking I was out of my money. They offered me 10% off ($1.23) due to the delay. Finally after 2 more weeks it was delivered. It was delivered with nothing in the pen! I then emailed them again. Their response was:
Thank you for your email and we are really sorry this has happened.
Please provide us with an image of the item that was sent to you together with the package slip that is attached on the packaging; also we will be needing a short video clip. This will be provided to our team to inform them and have it investigated as to how this happened.

We will wait for the requested proofs.

I have never heard of a company requesting videos of their products for a refund. I feel they are taking our money and requesting such nonsense to avoid paying refunds.

Update: So far there have been 28 emails going back and forth with this company! They emailed back stating they didn't receive the video clip requested so they are sending a new eyebrow pen.
I have since reported them to the FTC and BBC due to unfair business practices (asking for a video clip for one.) As a consumer I should have received goods in new working order and receive a refund for damaged or non working goods. I again requested a full refund back and sent another video clip. I am determined to get back what is due to me.

These guys are a joke they scammed me and Promised a product they knew they would not deliver. It took eight weeks to get a product that was dried up didn’t work and when they asked me for photos and proof I sent this within two days and then they sat on this deliberately for 2 1/2 weeks making sure that the 10 day expiration to file a complaint and get your money back would be gone so that they can keep my credit card information, keep my money, use my identity, and leave me with a piece of junk product! Their nerve to tell me I’ve passed the 10 days to make a claim so now they have my money and my info, address, and are probably committing identity theft and they’re getting away with scamming people and now I have a piece of crap product. Thank you Facebook for advertising these junk people who claim to be legitimate business I would never buy anything from little Playland these guys are scamming identity thieves and I hope that they get what’s coming to them.
