Kuwait Apartments Complaints - Elite Residence Mangaf review: NO COLD WATER in Kuwait heat!!!! 1

Elite Residnece is a westerner only apartment complex in Mangaf, Kuwait. It houses companies and individual western families.

The management/landlord has no concern for their tenants. I complained two months ago, at the beginning of the summer, about the water being far too hot! Even when turned completely to the cool setting the water still comes out so hot that it stings your skin!

When I first complained to the harris, he told me that he would forward the complaint to upper management. After a month went by, I voiced my concern again. This time he had a response of "its hot outside so the water is going to be hot" basically. At the time, it horridly made sense so I thought it was something I just would have to deal with because it came with the territory.

I then noticed at my job that the water there wasn't near as hot as mine at my Elite Residence apartment. And when turned to cold, it actually was cold! I asked around and it was brought to my attention that in Kuwait it is required to have a water cooling system because the water is stored on the roof. So now, I tell them (can you beleive it) that they need to install a cooling system (which I dont understand how the building has went this long without one).

A month later, the water is still unbearable! causing me to feel faint and dizzy when showering and even miss showers on really hot days (yes i know disgusting right), but I'd rather wait to shower when it cooler outside, in hopes that I may stand the water better, or even opt not to shower rather than boil my body! Sometimes I wouldn't even feel clean because it was so hot. After the harris was tired of me complaining to him he finally admitted to me, "madam I don't think they are ever going to fix it, I know its much too hot" so I demanded that I have the number to his manager.

When I spoke to her it was obvious that she had no sense of ungency in resolving the matter, but after prying for a time scale for the repair she told me a week. She also told me that I was the only one complainging, whcih was not true! ITT and Stanely company housed people there too, so since they were not paying rent directly out of pocket, the complaints fell to the waiste side, not reacing above their housing personnel manager, or harris.

By the time next month's rent was due, of course I was reluctant to pay because of the unsatifacory service. So I waited as long as could (because I hate to be a nuisance) for them to come fix it or give some type of response. I ended up having to contact the manager again asking when it would be done? Now, she tells me that the landlord is out of country and they will not be able to do anything until he returns. UNBELIEVABLE!

I have come to the conclusion that this problem will never be fixed, because obviously the buildng has been standing for years without a water cooling system. What this blatently says to me is that the landord does not care about the safety of his tenants and only cares about collecting the rent every month. Nor does he care about upholding his own leasing contract because it says that the lessor " shall provide water - hot and cold". I even asked if they could compensate me by lowering my rent by taking out the cost of the service since CLEARLY it wasn't going to get fixed anytime soon.

I researched Kuwait rental laws, and according to Article 8,
"If it is proven that the rented space is not in good condition for use and could be of harm to the tenant, then the tenant is allowed to resolve/cancel the contract or ask for compensation or the diminution of the rent. The landlord has to provide maintenance to the facilities of the residential area...
The judge evaluates the cost of maintenance and deducts it from the rent. If the maintenance cost is very high that it has become a burden on the landlord, then he/she is obligated to the agreeable minimum appreciated by the judge after evaluating the price of rent and its duration. The tenant also has the option to resolve the contact or handle the costs of the necessary maintenance his/herself."

If anoyone knows the process of filing a complaint with the Kuwait judicial system please let me know. This unregulated hot water has endangered my well being and causing me to unwillingly live an unhealthy life. This hot water is causing us to miss showers and damage skin. Dizziness and feeling faint are also common in the showers due to the unregulated water temperature. Clothes have faded and become smaller because the washer tempature is all the same, HOT AS HELL! Hair is fried from hot shampoos.

The landlord is a heartless person. I'm sure his home has a water cooling system. From now on, I know to ask to see the cooling system before I sign that dotted line.
