The records from the various addresses are confusing. It appears that at different times, he may have run businesses out of his home address or lived at his business address.
He has bragged to various employees that he rarely pays rent for either his home or business space. Once paying the initial deposit and rent, he is aware of the length of time it will take to complete eviction proceedings. He often rents only from landlords that he perceives will be unlikely to press charges or pursue eviction. Although - one particularly funny story was from a former employee who said the landlord at 2080 Ronald Regan Blvd actually moved all of his office furniture, files, etc. out to the parking lot. Apparently he spent the night trying to guard his belongings from being stolen from the parking lot while trying to move as much as possible to his next office space.
It appears he may have purchased a house at 4580 Sloan Ridge at one time. It was an extremely large house in the Sloan Ridge Estates section of the Green Summers subdivision near Cumming, GA. He often referred to it as “The Mansion”. Property taxes were unpaid and the house was ultimately foreclosed. It is unclear from Public Records whether he was the actual owner or not – or – if his actions caused the actual owner to go into foreclosure..
Criminal Activity:
In mid 1982, New York State public records indicate that Joseph Zeock was convicted of “Scheme to Defraud 1st”, where he was sentenced for 1-3 years at Sing Sing Prison in Ossining NY.
In mid 1989, Washington State public records indicate that Jay Crowden was indicted for a number of charges – Theft 1, Sexual Exploitation of a Minor, Perjury 1, Indecent Liberties and Guilty of Harassment. It is unclear which charges resulted in conviction or incarceration.
In late 1998, public records indicate that the third Circuit of the US Court of Appeals ruled on an unidentified charge in the US v. Joseph Raymond Zeock.
In 2002 and 2003, Virginia State public records indicate there was at least one civil judgment of $12, 048 and a separate civil judgment of $534 – in the Henrico District Court and Virginia Circuit Court.
In late 2003, Georgia State public records indicate a civil proceeding for forcible entry/detainer in Forsyth County Magistrate Court.
In early 2007, Deleware State public records indicate a “State Court Collection Enforcement” of $85, 054.20 against Joseph R Zeock.
In early 2009, Georgia State public records indicate a criminal proceeding of unknown origin in Forsyth County Criminal Court.
There seem to be many various civil or small claims court cases over the years. Many former employees have claimed to take him to small claims court to get paid – but public records are not available for that.
If you visit the various websites for being scammed or ripped off, you will find references to Jay Keldon or Joseph Zeock at various companies littering the landscape for years and years. While I cannot speak to whether he actually defrauded these individuals, I would say that the volume of complaints from all over the country lends credence to the premise.
I probably could go on and on about various stories of car repossession, evictions, court cases and more, but I think it might be interesting if you all add your personal experiences to this thread. Just the facts, please – no hearsay.

Having known Jay off and on for many years, I even wonder if it was his retirement plan to be put in jail as he got older. Free meals, free sex, clothes, TV, medical, dentist - pretty much everything he wants in life. He made no plans for retirement or future. He may still be scamming the system to get a free retirement. I would not put it past him.

I worked for this man for about a month with my boyfriend. And we both were fired for no reason. When we went to the walmart to cash my check he said they were not allowed. I took it to 3 other banks and a check cashing place. All told me no. At the bank they finally told me insufficient funds. RJ gave me a check from Josh's personal account. You probably dont know Josh he used to be the co-owner until he had to bail out. His check has insufficient funds as well. When my dad kindly came up to the office to speak to him he called him a mother ###er and told him to get out or he'd call the cops. My dad never raised his voice nor got in his face he's 6' he'd have to bend over to get in his face. My boyfriend got a call my RJ claiming he'd give me 100 cash if I would give him the bad check and not tell the cops. My check was for 130 but it was the only way. And he promised to mail me my check. I still have never received a check from him and when I got my tax form from them. RJ claims he never took taxed out of "what he paid me" but that he paid me 80... I can't wait for the damn police to shut him down so that those who are being foolish and acting completely different due to being wrapped around RJ's finger will apologize to those of us who tried to warn you. Have fun. And like the rest who no longer work for him I now make 1000 a week.

All of these activities occurred and can be confirmed in Richmond (or Glen Allen as it says on the addresses). He had a call center with some very pissed off landlords that he shared with an IT company, and also had a home office where he would lure teenage straight/gay boys (frequently high schoolers) and feed them whatever type substance that would make them weak or dumb enough to agree to whatever activities he had in mind. The promise of cash and a little beer was probably enough most of the time. Of course he paid them but not his employees. He's an old, fat ### and he'll tell you so. A real ###ing winner.

I am a current employee of 429 Marketing. I am in my 30's and I am also finishing my criminal Justice degree. I started out on the phone working as a telemarketer. I have always been treated respectfully and I have been paid in full on paydays. I have since been promoted. I can assure you that our clients are not being scammed as it is my job to ensure that all campaigns are executed properly WITH RESULTS. I can tell you that some of you have now made threatening comments that could bring criminal charges against you. It is apparent that you have no concept of the actual laws in this country and state. Typing threats only makes your ignorance more apparent. You are as frightening as a 3 year old pitching a temper tantrum over a lollypop. I would suggest actually researching the laws. If you do, I am positive that you will learn that much of what you have said and done is indeed illegal. Do your homework and speak in an intelligent manner as opposed to a "hood rat" and perhaps someone might actually listen to you.

I was the Data Specialist for 3 weeks(Early November). RJ makes sure he pays he people he needs to pay in order to keep it going. If you were a Telemarketer, he would never pay out anything if he did it was never the full amount. Always says let me give you a hundred now and the rest next week. I started getting the feeling something was up when he "employed" ADP to take care of payroll. The first checks that ADP gave were bad and he was telling everyone to wait til ADP gave the new checks to us. A week later...after giving us every excuse in the book why ADP was taking so long; myself and my current girlfriend raised hell in person and over the phone. We would not leave him alone until we got paid. He finally "paid us off" having us sign a paper saying we accept the amount given and that we cannot come back onto the property nor have any involvement with any pending lawsuits. And he does put the word out about looking for YHS Young Hott Studs. Telling me that he will pay off my car if I find him someone and that they'll be given thousands of dollars as well. I know he was looking at extremely nice houses in the 1.5 mill range. Not sure for what. He claimed he used to be a millioniare that had all his stock in Silver and when the stock crashed he lost it all. This guy is DEFINATELY a con artist. The photos on here resemble him but he has grown a half-assed beard. But you know it's him when he smiles and all 4 front teeth are missing. I knew that job was too good to be true. $10/hour to sit on the computer and only do an hours worth of work a day.
