August 22, 2009 Hector Henry Cruz and his wife Lisa Swigner Thornton collected $1800 for a deposit on a contract to install a fence. Hector never installed the fence. Never returned any phone calls and his phone is set up to go straight to voice mail. He also uses Armstrong Fence Company and Affordable Fence Company as alias. However, Armstrong Fence Company does not exist. I have contacted the Attorney Generals office as well as several local papers to submit Public Notices and the news station. I may never get my money but I sure as well will not sit back and be quiet. Everyone on the east coast will know NOT to use him!
The complaint has been investigated and resolved to the customer’s satisfaction.
Hi Everyone Hector Cruz Fencing is conducting illegal business in Philadelphia Pa.I have also been a victim.I have also located where he lives (boarding home) 2032 East York St Philadelphia, PA 19125 cell [protected]/[protected]/[protected] ask for Hector Cruz.
Hector has also victimized other Philadelphians' one person for $2, 200.

Same thing happened to us. He tried so hard to get our business..started the job and never showed up. He and his wife are worthless. I wonder how many other people he is taking advantage of.
We signed a contract with Hector Cruz Fencing formally Armstrong Fencing on 09/09/09 and gave him a deposit of $700.00 Cash. We hired Hector 2 years ago and he installed a very large fencing system for us so we had no reason not to trust him. On the 9th he told us he needed a material deposit and we gave it to him. It has been 10 days and we are not able to reach him. He has not returned our phone calls or emails, etc. I found this website and we are shocked and completely disappointed. If anyone has any information they can share regarding Hector Cruz we would appreciate it. Thank you
