GrabCarovercharged 4 times then estimated

In new year eve i booked standard taxi via grab estimate was 9-12 from Clarq Quay to Arab street (approx 2.4 km) but when the driver dropped me bill was 39 sgd. I registered complaint in grab customer care, 4 calls since then but everytime they say we have raised your complaint we will get back to you. Our app automatically assigns grab car if there is no available standard taxi. It is illegal but still im helpless and no money return and not even a courtsey reply call.
