Fast lane / Car inspection runaround

2-18-09 Started out as a simple car inspection of a 2007 Nissan. Was rejected for a minor crack in rear light fixture, which didn't affect the lights had been that way for a year.Was told she needed a whole new light fixture, which at the car dealership runs $119-$125. Told them she would look for it on the web for a cheaper price. She asked for a refund of her money, since she didn't get her inspection. Lonnie the clerk told her by law they could not refund her money. He also told her she had only 10 days to get her inspection done. Dejected she patiently waits on the rear light to arrive . So in the meantime she gets a ticket for no inspection and a few days later a warning, for atlas no inspection.
Finaly 2-27-09 Friday the light fixture arrives. She promptly takes it to Fast Lane again.They installed it for her, but the machines or aka computer was down.So once again no inspection, to come back Saturday. So, Saturday 2-28-09 she arrives back at Fast Lane once again and guess what? no stickers and DPS is closed so they can't do anything about it. Come back Monday.
Monday arrives, she there early, and they tell her its a Federal holiday, "Texas Indepdence day" that there are no techs to do any inspections.She once again asks for a refund.NO, Courtney says we can't do that. My friend explains to her, you have me in a pickle here, my time limit is almost up.Courtney adviced her to come back another time.
Well as she had to go to work she started thinking and getting upset, I adviced her to call them and get a supervisors name and talk with them.Courtney gave her the number to the DPS. Nancy talks with Charlie Stewart and explained all the fun she's been having with Fast Lane and no inspection.He told her today was not a Federal Holiday. Also that Fast Lane was by law to refund her money when the inspection could not be done for whatever reason.Also that she had 15 days in order to get her car inspected not the 10 days they told her at Fast Lane.
We went back to Fast Lane later to get back her money.She asked Lonnie why he lied to her about the refund and stood there and boldly lied replying I didn't say that. I asked him if he had a twin? he said there are a lot of people who look like me. Once again no inspection.
My advise for women is to be on the alert for those idoits out there with a little bitty bit of power and no knowledge of what they think is the law and rules, always question and go with your instincts.

    I bought a car (cash) thru a dealership called fast lane, this dealership promised that they would get the car registered onto my name this car is now 3 months in my possesion and they keep on avoiding me. I have managed to trace the original owner of this car and it has never been registered in 8 years and there is outstanding purchase amount still on the car.

    all I need it for someone to assist me in this matter.
