This complaint is to make other service providers aware of a highly educated, well-to-do and well spoken businessman's modus operandi to financially harm small business enterprises under the guise of poor service delivery, whilst knowing that the provider does not have the means to legally claim outstanding payment for services rendered to him. I supplied and installed DSTV and high end sound equipment at the private residence of a client, Dr Richard Nel, after he accepted three different quotations from my company. The terms of payment was indicated on the quotations, but two months after the installation was completed, Dr Nel has not honoured his agreement to pay the final invoice on the service rendered.
Although he did not indicate that he was dissatisfied with the work done, he ignored numerous calls, emails, faxes and sms's and several offers from me to meet him to explain how the system works. My after sales service will continue until the client is satisfied with the installation, but I was only given that opportunity once to neaten up cables. Three weeks after HE dictated the terms of payment for the outstanding amount and still did not honour his own terms, and with absolutely no consultation with me, he informed me that he is awaiting new quotations from another business to fix what I allegedly messed up. The bottom line is: where the invoice stipulates 100% or 50% payment in advance, and the rest immediately upon completion, it remains the responsibility of the service provider to ensure client satisfaction and if the client does not indicate his dissatisfaction, it remains his responsibility to immediately pay the outstanding account. In principle, no affluent company or individual should feel they are entitled to dictate terms to a Small, Medium or Macro enterprise, based on the vulnerability of the enterprise.

Mr. Laurens Barnard (Laubar art) the cyberstalker who is responsible for the postings is trying to establish a connection between the article and Dr. Richard Nel to embarrass Dr. Richard Nel and his wife, who in March 2014 laid criminal charges against Mr. Barnard for theft and assault at Brooklyn SAPD. CASE no 182/3/2014. Shortly thereafter Mr. Barnard started a cyber stalking harassment campaign against Dr. Richard Nel and his wife to try and derail the criminal proceedings against him.
Dr. Richard Nel obtained a harassment order under Section 15 of the PROTECTION FROM HARASSMENT ACT 17 of 2011 - the 20th of June 2014. Mr. Barnard did not comply with the order and Mr. Barnard was arrested and later released, but on the 4th of July 2014 another warrant for his arrest was issued.

The police investigation revealed that Mr. Laurens Barnard (I.D. [protected]) is a un-Ârehabilitated, insolvent running a business illegally, called Laubar Art Gallery. He was sequestrated in The Cape Town High court on the 8th of December 2008 under case number 19876/08. The curator, Ms. H Plaatjies states the following in her sworn statement to the SAPD on the 1st of April 2014.

Volgens inspekteur Roelf âBrakanjanâ Smit is sewe van Nel se elf lyfwagte reeds in die verlede aangekla weens geweldsmisdade.

Nel is verlede maand deur die polisie in hegtenis geneem, kort nadat ân gedeelte van ân seun se vinger in ân vuurwapenwinkel in Eladrduspark afgesny is, omdat daar beweer is hy het geld gesteel.
Een van Nel se lyfwagte beweer in ân verklaring aan die polisie dat Nel hom opdrag gegee het om die hond van die eienaar van die Hokaai-slaghuis in Centurion te gaan doodskiet â omdat die eienaar, Mnr. Cor Roodt, op Nel se parkeerplek by die Elarduspark-winkelsentrum geparkeer het.
Mnr. Roodt sĂȘ hy onthou die parkeervoorval. Hy het geweier om sy bakkie te verwyder, aangesien daar geen gereserveerde parkering by die sentrum is nie.
Twee van Nel se vuurwapenwinkels, Sikeleli-Ondernemings in Elarduspark en Die Kruin Wapens in Montana, is intussen gesluit.
Terwyl Nel in die vroeĂ« jare negentig tronkstraf uitgedien het, het hy baie noue bande met die Boeremafia se onderleier Daniel White, opgebou. Die maak tans daarop aanspraak dat hulle as die sogenaamde âGeldstrydersâ geld vir verregse organisasies ingesamel het.
Die polisie het vandeesweek bevestig dat hul ondersoek rondom Nel (31) ook die grusame vonds insluit van die lyk van ân man wat in die Roodeplaat-dam by Pretoria ontdek is.
Die erg verminkte lyk is in ân seldsame visfuik met betonblokke ontdek. Die slagoffer se tande was almal uitgeslaan sodat hy nie tandheelkundig geĂ«ien kon word nie en sy maag en ingewande was oopgesny om te verseker dat die lyk nie na die dam se oppervlak kom nie. Tot dusver kon Nel nie met hierdie grusame daad verbind word nie.
Nel word tans aangehou op aanklagte wat wissel van aanranding met die doel om ernstig te beseer, intimidasie, die rig van ân vuurwapen, poging to moord, menseroof, bedrog, onwettige besit van wapens en regsverydeling. Hy is verlede week in die Pretoriase streekhof borgtog geweier.

Hy is aan die einde van 1994 op parool vrygelaat.
Speurders het die week ook ân Duitser, die 28-jarige Axel Frutchke, voorgekeer enkele minute voordat hy die pad gevat het na NambiĂ«. Axel was ân lyfwag van Nel.
Hy is ân voormalige Oos-Duitse burger wat onder meer vir die ou Oos-Duitse Intelligensiediens gewerk het.
Nel het aan Rapport ontken dat hy verregse konneksies het.
Hy het wel ân âmandaat van sekere voormalige Oosbloklande gehad om militĂȘre wapentuig aan regerings te verkoopâ.
Nel het vir Axel uit Europa as sy persoonlike lyfwag die land ingebring omdat die aard van internasionale wapenhandel âvan nature ân gevaarlike werk isâ.
Nel het ook bevestig dat hy besig was om soveel as moontlik vuurwapenondernemings op te koop, want hy was van plan om die handel op ân agentskapgrondslag (franchise) te bedryf.
Insp. Smit het die naweek ân beroep op enigiemand met inligting romdom die ondersoek gedoen om hom by sy kantoor in Pretoria by([protected] te bel.
