Cheap Hotels Resorts.com / Refund required for online hotel booking

Booked hotel in Bahrain via their website. Money taken off my credit card but was later informed that the hotel was fully booked. They stated I would only be refunded after 7 days which has still not happened after 10 days. Booked another hotel and money again taken off card. Reservation was confirmed and voucher issued by them. Arrived at hotel (Gulf Hotel, Bahrain) and they knew nothing of the booking and were not paid by them. I had to pay for the hotel a 3rd time. Contacted them upon arrival back in Kuwait spoke to Tina and phoned again two days ago. They have not bothered to respond and money is still not refunded.In addition the quote provided on the website for the hotel was half the price as charged by the hotel.
