I moved in at Carlyle of Waters in mid-2014 and it has been an absolute nightmare. There was a bug infestation which I had to take care of myself before inhabiting the apartment. There is mold in the walls and there is a termite problem. In addition to these things the complex has repeatedly turned the water off in the mornings preventing residents from being able to properly get ready for work (several weeks in a row). They allow many residents to use their balconies as kennels, and the situation is one that conflicts with the covenant of quiet enjoyment - do not expect to be able to sleep or study, or watch television without hearing dogs barking over whatever activity you are attempting at the time, even your guest will not be able to stand it. The garbage disposal and the dishwasher do not work properly, the dirty water from your garbage disposal will back up into your dishwasher leaving your dishes worse than when you put them in the dishwasher - they will make every excuse rather than repair the situation.
On a final note, I was told when I moved in that the pool would be fixed in July, and only closed for that month. The pool remained closed for months, and no repairs ever done. The fountain by the pool and the secondary pool have had dead frog corpses floating in them, are green and unkept, and present an obvious health hazard.
Carlyle at Waters also has a problem with neighbors blaring loud music into all hours of the night, you can hear it from across the lake. While they claim to have hired security they said that security is not for neighborhood issues and to only check on the pool and office - security has never been observed on property and I have now been here for 12 months.
Most recently the complex has contracted with a tow company, and this tow company pulls resident's cars out by the boatload every night. It can easily be observed that they come and go for hours with one car after another. I have repeatedly asked where visitors are to park and been told it is to be determined. Last night a friend of mine was visiting from out of town and his vehicle was towed. We were told by the tow company that visitor spots are clearly marked. Upon checking there were spots with fresh paint marking them, 'visitors'. I addressed this issue with office management and was told, "You must be the only one who was never told". It is obvious by the boatload of cars towed every night that no residents were properly informed.
This complex is a disaster - poorly managed - and run by tyrants. DO NOT SIGN A LEASE WITH THESE PEOPLE, you will grow to regret it deeply.
