Brave New Look / never received item

Originally ordered item in July and charged to my credit card then. They sent me a USPS tracking number which was never updated or left their facility. I contacted them they said USPS must have lost it, they would replace free of charge plus not charge me shipping(which I do not know how they could when it never shipped). Again on August 24 they created a new tracking number and advised me it was shipped and again it never left their facility. It is now September 13th and they again are going to replace free of charge and allow 2 to 4 weeks for shipping. At his point it should be FREE and WILL SHE EVER GET IT!!! (this is a gift)
